Sorry, couldnt help it! I think they're more there to be "seen" rather than do anything, pretty much the same as Community Support Officers, but with even less powers i'd imagine.

The Captain should keep an eye out for narcs dressed in black jackets and baseball caps.

This narc probably works for the sign contractors and was phoning in: 'Boss, just done anuvver one, book us in for overtime and tell Chalky them nasty motorbikers 'ave bin naughty again'.

As conspiracy theories esaclate, it wouldn't be unreasonable to suggest that the contractors are earning of this too. After all, why should they lose out from Wastemonster's follies?  Wink

Think the "City Guardian" theory is probably correct. Just looked them up and the guy's uniform did look like what they wear - although he wasn't wearing a hi-viz vest like the ones in all the pics I've just seen.

not sure which discussion to post it on so chose this one..... currently in Melbourne Australia, am pretty sure I saw marked bike bays,  Also they seem to be able to park on the pavement ( which are nice and wide) with no hassle from wardens.  Will be going into Melbourne tomorrow so will try and get some pics to post.  On the surface it seems to be pretty biker prefiendly over here from a parking perspective ( and the weathers better).

Bikes can definitely park on the pavement in Melbourne, as long as they don't obstruct pedestrians.

Yep, it's totally legal to park on the footpath in Melbourne, check this out:

trying to fight a "code 11" pcn from westminster from nov `09 .overheated, parked in newman st,sought advice from bike shop,rode toward kings cross, awful noises,got recovered.1st i new about it was letter from northampton.appealed on westminster website,rejected by K Goad.revoked by northampton.now get NTO for £80. Does the 1st code11 waiver still apply,or do i just keep going round in circles.stu

As I just said on your previous post. Fight it every step.
Ask for the details for how to continue as you feel the PCN was unlawfully issued and they have to give you all the details for the appeals service (PATAS). Some of the others have more experience than me, as I have not been issued a ticket yet in WCC....

We need more details to help you. Did you park in a motorcycle bay, on a single or a double yellow line or in a 'car parking' space?


When you say "revoked by Northampton", do you mean the appeal was revoked or the fine was revoked ?
