Ok found the real decision, and it is that the scheme be made PERMANENT. NOTE: There will have to be another of formal objections again.. details soon.

WESTMINSTER CITY COUNCIL - STATEMENT OF DECISION
SUBJECT: Motorcycle Charging Scheme – Objections to the Making of Permanent Traffic Orders
Notice is hereby given that Councillor Danny Chalkley, Cabinet Member for City Management, has made the following executive decision on the above mentioned subject for the reason set out below.
Summary of Decision:
1. That the objections received by the Council to the proposed permanent traffic orders have been considered and that the comments of the Council’s officers in relation to such objections be endorsed including those set out in the supplementary report dated 21 December 2009.
2. That the making of the traffic orders making the motorcycle charging scheme permanent be approved.
3. That the details of the Orders be as proposed in the Notice of Proposals. This includes a reduction in the price of a residents’ permit for a motorcycle to £50 p/a.
4. That holders of current residents’ permits for motorcycles purchased from 1 April 2009 receive a rebate on the unused portion of their permit to reflect the proposed price reduction.
5. That the City Council establishes a road users’ forum.
Reason for Decision:
The City Council is statutorily required to consult on the proposed permanent traffic orders and consider the formal objections to such orders for the motorcycle charging scheme before deciding whether or not to make the orders as proposed.

So wait a minute. Chalky has approved the changes recommended in the 21 Dec Supplementary report. Now the council have to rubber stamp this. Documents are then produced and posted. The scheme then is actually permanent. And all done by Feb 4. But now that Chalky has published his decision all the rest of it is just dotting Is and crossing Ts and going though the motions.
Is that right?

Chalkley a made his decision not knowing the full facts, but that's because he wasn't told what's about to happen him and his fellow crooks. Watch the developments over the next weeks.  (BTW I am referring only to legal moves and nothing at all to do with physical threats to their well being)

Email sent to Chalkley this evening, will publish his reply:-
Mr Chalkley,
I am somewhat surprised to have learnt about your now published Statement of Decision dated 6th January 2010 from a third party, as I thought you would have had the decency to alert me at the time.
That said, you would have been briefed by Mr Large of our intention to take legal action which would be subject to time restriction from the actual date of the Traffic Management Order. Therefore, I must ask you to please categorically state the date on which the new TMO's were, or will be made.
Furthermore, according to the WCC website under a section entitled "What happens next" (which I note has NOT been updated to reflect the decision being made - an explanation for this would be appreciated), these TMO's will be advertised and a date for their coming into effect be published. Can you please therefore confirm where and when they will be advertised and the date of their effect.

Rightly said, Mr. Chairman - it would seem the merest courtesy to have informed you (and the others that have been "consulted") before the announcement was formally made! [Though we know WCC's definition of 'consultation' differs from everyone else's.]
FWIW, I have a long-standing request in for any amendment or "supplement" to the 1st October Report, and despite the Supplementary Report coming out on 21st December, I've not been graced with anything to tell me about it - they appear to treat their own Residents with just the same contempt as non-Residents, even though we pay their wages!
Vespa - out of interest, where did you find the documents, as they do not yet appear to have been posted on the WCC website under Cabinet Member Decisions (City Management / 2010) !?
